Why is New Jersey so corrupt?

Filipe Campante and Quoc-Anh Do have a fascinating new working paper called “Isolated Capital Cities, Accountability and Corruption: Evidence from US States.”

They find strong evidence that states with geographically isolated capital cities are also more corrupt (we’re talking about you Albany, Annapolis, Jefferson City, Trenton, and Springfield).  On the other hand, they do not find evidence that isolation prevents political capture. They note that “isolated capitals are associated with more money in state-level campaigns…[and]…that isolation is linked with worse public good provision.”

In short, having an isolated capital city offers a triple whammy of bad repercussions: more corruption, less public good provision, and more capture.  Could this be a reason why autocratic rulers are so fond of building new capital cities in the boondocks?

  1. I am also confused by these examples. Albany, Trenton and Annapolis do not seem isolated to me. They are all very accessible by road, rail and plane.

  3. Among the 20 largest cities in New Jersey, the furthest any of them are from Trenton is Clifton’s 1 hour and 14 minutes. It’s hard to imagine a less isolated capital than that.

  4. Yeah, Annapolis is a bad example. Most of the MD population lives in the Baltimore/DC corridor which is no more than 30 miles from Annapolis. Carson City would be a better example. There’s nothing going on there other than NV state government.

  5. Sacramento is much like Albany, far from the action. But I don’t think California is in the same corruption league as many Eastern and Southern states.

    • Compared to the East and South, it is almost trivially easy to get statutes and/or constitutional amendments on the ballot in the West. While this has its down sides, it also tends to make the state politicians more conscious of appearing to be corrupt.

  6. Having lived just outside Trenton while I was attending college, I have to seriously question the idea that it is isolated. Trenton is not only near other mid-sized New Jersey cities, but is also less than one hour’s drive from Philadelphia and less than two hours from New York.

    Of course, if the isolation is related to media coverage, then that would be different. Almost all of the local tv news available in New Jersey comes from New York and Philadelphia (both of which are available in Trenton), and neither of those media centers cares at all what goes on in Trenton.

  7. So, that’s why Illinois is so corrupt: it’s all Springfield’s fault! Chicago has nothing to do with it. They should just movie the capitol to Chicago and everything would be pure as the driven snow.

  8. My intuition has always been the opposite. One thing that makes the US unique is that most of our capitals do not coincide with our commercial centers.
